The image code originally did that: it looked for images under
data-directory, and images were supposed to be referenced with
relative paths, for example "gnus/whatever".

...and that was the reason I changed the image code later to look for
images in load-path, after some discussion.

I believe I was told that XEmacs puts images in subdirectories of
data-directory. That looks like a reasonable approach to me, if one
wants to concentrate the images in one place for some reason, and it's
reasonably simple to do, I think.
