That's not necessarily a system-wide level setting.  You can specify
it as a application-specific setting like

  $ defaults write org.gnu.Emacs AppleAntiAliasingThreshold 100

I agree with Stefan Monnier that this would ideally be mentioned
somewhere in the docs.
