Please describe exactly what actions triggered the bug

I simply typed M-x display-time-world, and noted that the *wclock*
window contained this text:

    Seattle   Wednesday 10 October 17:49

The time was 2007-10-17T16:49:43Z or thereabouts; my time zone is PST8PDT.
