If not, there's a bug, but I can't reproduce it. Sorry, I should have been more explicit: it is detected as binary not by Emacs, but by external utilities. For example, I once missed rfc1345.el when I searched in the quail directory for UTF-8 input methods using grep because it didn't display the match for rfc1345.el treated as binary, and also I had to add the `-a' option to the cvs diff command line to treat is as non-binary when creating a patch.
