I can't say I'm surprised, but I am disappointed.
GNU mailman gets this right.

Our only hope seems to be that when/if emacsbugs transits to a gnu
server, someone will be willing and able to modify the behaviour.

BTW, I'm not going to reopen it, since it will just get closed again.
