To report an Emacs bug, you just need to be able to send an email.
It does not have to come from Emacs, you can use your normal mail client.
This is written in the manual.

The quoted issue above is only relevant if you believe that there are a
significant population using M-x report-emacs-bug whose reports do not
get sent correctly and who do not realize this has happened. I do not
believe this population exists. Of course, I cannot prove this, but
there have been over 1600 different people submitting Emacs bug reports
in the past 3 years (http://debbugs.gnu.org/rrd/emacs.html).

So personally I don't think it's worth spending time on this, and I
would not bother the GNU sysadmins with it. (It also doesn't really have
much to do with the subject IMO).
