Just for the record, this morning there was an MSYS2 update of msys2-runtime 
packages (aka Cygwin DLL), from 2.8.2 to 2.9.0, and now building Emacs takes 
more time, about > +50%, from 35 to 55 minutes. I have verified this rebuilding 
a previous snapshot both in 2.9.0 and 2.8.2 (downgrading).

Sorry if this is not directly related to Emacs but can be of interest for who 
builds it.
