Well, currently there are many packages which have the bigger part of
their documentation -- or even their only documentation -- in the
commentary section of their source files. So currently the only
interface that provides documentation for many small libraries is
`finder-by-keyword' resp. `finder-commentary'. I took it for granted
that this is the raison d'être of finder.el.

I think, what we are talking about is separating documentation for
end-users from implementation notes in those commentary sections and
putting the former into a new "Info:" section.
