I'm unable to reproduce you problem, I'm using the very similar "GNU
Emacs 21.3.50.1 (i686-pc-linux-gnu, GTK+ Version 2.0.6) of 2003-10-07
on occarina.pna.cwi.nl".  I see a normal ruler.  What do
`header-line-format' and `(ruler-mode-ruler)' evaluate to on your
Emacs?
