Ah, now I'm beginning to understand. So far, I did not see a reason
to round up as opposed to round to the nearest. The "inconsistent"
behavior of rounding when 0 is used:
input set to distance
(0 4) (0 11) 7
(1 3) (4 7) 5
(2 2) (5 6) 5
(3 1) (6 5) 5
(4 0) (11 0) 7
as opposed to:
(0 4) (3 8) 5
(1 3) (4 7) 5
(2 2) (5 6) 5
(3 1) (6 5) 5
(4 0) (8 3) 5
makes sense too: when a user says 0, (s)he definitely doesn't want a
fringe.
