i wasn't sure it was a bug either.  Sorry the mail got sent without i
could mention a few more things: 

*  i am not sure it is a bug.  i just wanted to report it to you so
you may decide.

* I loaded bindings.el because I wanted to try out the complete-symbol
function.

* Ah, this remark of your clarifies it.  bindings.el is probably
already loaded (even though it doesn't show up in my load-history).

So, complete-symbol is already defined, and I don't need to load
bindings.el any more.

Thanks for clarifying.  And btw I do like your idea about 
        ... (unless (fboundp 'mode-specific-command-prefix)
