region face has no background by default for new frames?

I'm not sure this is a bug; perhaps it represents my inability to
understand the doc string of function face-background.

emacs -Q

Eval these: (face-background 'region) ==> "lightgoldenrod2"
            (face-background 'region t) ==> nil

The latter seems wrong to me. If I read the doc string of
`face-background' correctly, this would be saying that "the default
[background] for face region (for new frames)" is nil. And that
doesn't seem correct.
