There are currently two branches in CVS identifying themselves as Emacs
23 AFAIK. When you are using CVS versions, it helps considerably if you
tell us details about which branch you are using, rather than relying on
version numbers. I suspect you are using emacs-unicode-2, in which case
the change of internal coding from emacs-mule to unicode would explain
why you can't just reuse integer values to refer to the same characters.
