Yeah, though it's a grody implementation detail, certainly this ought to
have a constant defined by the C code, if only to make the definition of
make-glyph-code more clear (though hopefully people will use
make-glyph-code instead!).

I assume most people get the codepoints themselves by loading a lisp
file or something, which uses an external encoding.
