Unfortunately, muse doesn't handle three-part links like that at the
moment: the link is taken to be otherwiki#somepage with no anchor.

I think this is a sort of a bug: one would expect to be able to have a
link to an anchor in a page in a project.  It would be great if it
were implemented.
