[Freetype] libintl.a problem

Hi,

I am using freeware.freetype.rte 1.3.1.0 on AIX 4.3.3 box with mrtg 2.9.7.
I've got following
error on lanching mrtg:

address@hidden /usr/local/mrtg-2/bin> ./rateup
Could not load program ./rateup:
Could not load module /usr/local/lib/libttf.a(shr.o).
        Dependent module libintl.a(shr.o) could not be loaded.
Could not load module libintl.a(shr.o).
Error was: No such file or directory
address@hidden /usr/local/mrtg-2/bin> 

libttf.a is at the place but libintl.a is missing. libttf.la speeks about
libintl.a
Could you tell me more about dependency between libraries ? 
Where I can find libintl.a ?
