A committee does not work by simply voting its own technical knowledge.Instead it listens to, and discusses, the various opinions and facts, and synthesizes a decision, much as a court of appeals proceeds. Such a court does not need to be composed entirely of experts in the domain of decision. Actually a committee composed entirely of domain deep experts can sometimes fail to see the larger picture.
