Gsoap says : 
SOAP FAULT: SOAP-ENV:Client
"Tag mismatch: element 'helloResponse' does not
correspond to expected element"

I think the problem is the helloResponse does not have
a namespace, and there is no default :

Either  add "tns" to <helloResponse> to make  
<tns:helloResponse>

or add a default namespace : 
  xmlns="http://cougaar.org";>
