For example, this classroom video from Stanford:

  http://www.youtube.com/watch?v=KkMDCCdjyW8

offers a "Download this video" link just below the Flash frame.

Interestingly, Flash shows a Sorenson FLV video with MP3 audio codec,
while the Download link goes to Google Video and shows an H.264 video
with AAC audio codec.  So if you watch it and then download it, you're
downloading two completely different videos.

They allow both commercial downloads (you pay a Google tentacle to
download it), and free ones.  They allow you to specify a proprietary
license, public domain, or a subset of the CC licenses.

None of this directly depends on the ability to download movies
played with a Flash player.  But I'm sure there is some side influence.
