You are inviting lots of hypothesising and jumping straight to the "try again" part.
Your list of steps did not include telling people about such things. It suggested that everyone who wants a feature should implement it themselves, and if we somehow find out that lots of people have implemented this feature, we come back and try again. I'm assuming the last part means making it available centrally for everyone.
I prefer starting at the point where I have an idea for something that might improve workflow efficiency and coming here and asking what people think of it. If nobody agrees, then it becomes something I do for myself. If other people want it, then it's something I do for others as well.
There's just no need to discourage innovation and progress like this. If a feature gets added because people want it, but you don't, then don't use it.
