Because it is one?  I tried to paint that bikeshed a few months ago (see
freebsd-arch) but didn't succeeded. Maybe I'll try again.

For those who don't know the story, FreeBSD has « fixed » the patch/diff
shipped with the system to deal with no-newline-at-end-of-patch, making us
completely different from everybody including the other BSD...

I fought a few months ago to revert this when I saw that pure versions of
iff/patch were needed by svn (before I saw tla's light).
