The short answer is: No.  You can never change history.  You should
think of trying to change a publicly-accessible changeset as like trying
to un-send an email message.

The longer answer is: If your real archive is private, and you later
mirror it publicly, you can modify the log in your archive, and update
your working copies, purge your revision libraries, etc.  You have to
know what you're doing, and it's not recommended.
