It's whatever your little heart desires.
I usually don't bother with writing details and just put in a paragraph
describing or justifying the changeset as a whole. For GNU projects I just
stick in the appropriate portions of the GNU ChangeLog file
(tla-changelogs-to-log does that more or less automatically).
