That would cause needless duplication of effort (because perl people at
least are likely not going to use PyArch but some Perl hack, and Pyarch
is certainly not going to depend on Perl).

That would also cause stupid administrative problems: a program which
may update its configuration every time it is run by any user. For some
reason, that is something which I have never seen.

And if you resort to running the tests on every run that would just make
the thing unusably slow.

And by the way, how do you detect that "a different tla is being run"?
Compute a md5 hash of the binary?
