How about a id-not-for-source, that would be the union of the above?
Currently, the lint message says "These explicit ids have no
corresponding file:", which is actually false, because there is a
corresponding _file_, but not the corresponding file doesn't accept
explicit ID. The message could be "These explicit ids correspond to a
file that doesn't accept explicit id."

Rephrasing the message to something like that also seem to be a simple
and correct solution, yes.
