Hello,

Few days ago it was suggested, that to avoid problems with stale
.listing files, the archive could be accessed via a cgi script, that
would create them on the fly and just cat everything else. So, here is
such a script:

Please, consider mergeing it to tlacontrib.

    * cgi/arch.cgi.c: This CGI program provides alternative to
      =meta-info/http-blows for allowing access over plain HTTP. It
      takes one argument -- file to serve -- and just cats it, except
      for .listing files, that it makes up on the fly. So you don't
      risk them being stale in exchange for a performance penalty.
