awesome so the procedure is detailed on the libreplenet wiki now[0] -
the very first step is note:

  "The process begins with an application sent to <address@hidden>
for an initial review."

i think the idea there for that is for someone officially associated
with the distro initiates the process personally - to avoid having
distros where the distro themselves may not be interested being
proposed by outsiders
