As much as needs to be.  If we can avoid adding volume by pointing at
references that are clear and concise, we'll do that.

Notice how adroitly I dodged explaining the reconciliation algorithms?
I see no need to get deeply into ntpd's internals.

On the other hand, we *must* explain fudge factors, and how and why
one sets them. This is something which AFAICT the existing documentation
does extremely badly, if at all.
