The Storm architecture specifies that there is a global key->value lookup service. Which one is implementation.
In fact, there could be many, but this is about which one is "default" and expected to be used by everybody.
OpenGL is different because it implements a completely different interface than AWT offering different capabilities &c. This is more like deciding in Kaffe which implementation of AWT (X-based? QT-based? win32-based?) is default.
