This is the second time this week I have seen problems with that line.

I recommend strongly that people that have that in their startup
files try removing it, and only add it back in if they have problems.

w32-quote-process-args was originally added to deal with the
difference between Cygwin and normal Windows argument quoting
styles. More recent changes mean that when that variable is at its
default value of t, Emacs will try to determine the type of program
on a case by case basis, and do the right thing. Setting it to ?\"
means you can only reliably run Cygwin subprocess under Emacs.
