Including glpk.i and the appropriate makefiles will simply make it easier
for
users to make use of glpk in other languages.

I remember some messages to this list concerned with using GLPK in
languages like Java or Python.

Up to now maintenance of interfaces for other languages has been sporadic.
Swig does allow to have up to date interfaces.

Please, find appended an archive with all files needed to create a Java
interface with Swig under Windows 32 bit and an example.
