gnatsweb problem

Now that gnats is working, I installed gnatsweb.  When I attempt to do
the 'make test' I get nearly the exact error message as is mentioned in
the Troubleshooting guide.  The line number and error code mentioned at
the end are different but otherwise it is identical.  The error text is
included at the end of this message.

I've created an /etc/gnats-db.conf file with -rw-r--r-- permissions and
the owner and group set to gnats.

There are no entries in my hosts.allow nor hosts.deny files.

The webserver and gnats server are running on the same box.

The firewall on this box is configured to allow any traffic from the LAN
to connect to this server on any port.

The userid/password I am using to run the test has been entered in both
gnatshome/gnats-adm/gnatsd.access and /etc/gnatsd.access.

The gnatsd.conf file is set with the following entries:

localhost:edit:
192.168.1.*:edit

The Troubleshooting guide mentions testing the port availability using
telnet.  I'm not sure how useful it is since its not http but here are
the results:

Connected to 192.168.1.12 (192.168.1.12).
Escape character is '^]'.
Connection closed by foreign host.

I'm obviously missing something, and its likely right under my nose. 
Does anyone see something I am missing?
