Simply type "C-x C-f ~/.emacs RET" and type your customizations into the
buffer that Emacs presents. Then type "C-x C-s" to save that file and
restart Emacs.
It doesn't really matter where that file lives, Emacs will make sure that
"~" is handled correctly.
