Why not set compile-command in the mode hook, as suggested in it's doc
string:

(add-hook 'java-mode-hook
          (lambda ()
            (when (string-match "\\`~/dev/foo/" default-directory)
              (set (make-local-variable 'compile-command)
                   "cd ~/dev/foo; ant"))))
