Make diff and make release do their smart stuff in python scripts,
stepmake/bin/release.py and stepmake/bin/package-diff.py. Both should
be merged and rewritten, some day.
You can run package-diff to make a diff from any two tarballs, given
the right set of options. Try package-diff --help.
It may be useful to know, that things like this work too:
make diff from=1.3.146.hwn1 to=1.3.146.jcn3
which is what I do after including .hwn1 after I sent Han-Wen .jcn2
