Don't know. My headers say the following.
blauw:/usr/include/kpathsea$ grep kpse_tfm_format *
tex-file.h: kpse_tfm_format,
tex-file.h:#define kpse_find_tfm(name) kpse_find_file (name,
kpse_tfm_format, true)
