Incoming requests are authenticated using the best matching entry from
raddb/config
(http://www.gnu.org/software/radius/manual/html_node/radius_17.html#SEC20).
So, if an entry in your raddb/config does not appear to work, this
means that there is a more specific entry that overrides it.
