Can I prevent makeinfo from inserting

Not directly. The only method that comes to mind is to rename the .png
(or whatever) so it isn't found, run makeinfo to get the info version,
and then rename the .png back.
The idea is that makeinfo writes all the information it has about the
image into its output, and capable displayers (namely Emacs Info, in the
next Emacs release) can then do as the user directs. So I don't really
want to add an option to allow suppressing part of the info.
I don't know if Emacs Info will have an option to display the text
instead of the graphical version if both exist, but I hope so.
(Although I realize that's on the user side, not the author side ...)
