That's because the administrative files aren't rebuilt when you commit
in other directories. When you commit a change to the CVSROOT
directory, CVS checks out a new working copy of each of the
administrative files. Apparently that is taking a long time for some
reason. You might want to try running ``cvs -t init'' (which also
rebuilds the administrative files) to see if there's a specific
operation that's taking a long time.
