Oh, from the post it looks like the config files didn't get attached:

The contents of my /etc/jailkit/jk_lsh.ini file is:
[test_user]
paths= /usr/bin, /usr/lib/
executables= /usr/bin/scp, /usr/lib/sftp-server
allow_word_expansion = 0

The contents of my /home/test_user/etc/jailkit/jk_lsh.ini file is:
[test_user]
paths= /usr/lib/
executables= /usr/lib/sftp-server
allow_word_expansion = 0
