I checked those already, they are as follows, which I believe is correct?

drwxr-xr-x 7 root root  4096 Mar 19 11:32 home
drwxr-xr-x 7 root root  4096 Mar 19 11:32 jail

perhaps the directory permissions of /home/jail/ or /home/jaill/etc/ are
the problem?
