Is it?  That's the first time I hear about that.  As far as I know, the only
reason Linux isn't the official GNU kernel is that Linus didn't want that, not
because the GNU project had some principle objections.  (Can't find a link
just now, but I recall that Richard has asked Linus if he wanted Linux to be
the official GNU kernel.)
