I think I resolved the revert correctly, and see
  input/regression/figured-bass.ly  change to what looks like proper spacing
but also
  input/regression/balloon.ly  shift the balloon text to clear the  
time-signature

It looks like balloon text is following the rules for accidentals enforced  
by issue 2053, but the relevant regression test let the text slide under  
the time-signature in version 2.16.  I'm trying to figure out how that  
happened.
