A failed assertion makes the code abort (at least that is the purpose of an  
assertion, stopping unpredictable behavior without a reliable exit  
strategy), so it would not seem that the revert buys us anything.  Instead,  
we need to make the code able to deal with that condition.  Even if it just  
outputs "Ties cannot be cross-staff.  Junking." and continues without the  
tie.
