Probably, Han-Wen or Jan should answer this qustion, but I
give it a first try. Since the design of Lilypond is very
modular, it should be easy to add a new output format. Most
of the current backends are implemented in Scheme, so that's
probably where you should look.
The recently introduced XML output routine might also be useful
as an even simpler method to get a new output format, using only
in-line Scheme code, see scm/to-xml.scm and input/test/to-xml.ly.
(Note, this requires the latest 1.7.x development version.)
