\noBreak and/or 'line-break-permission had the desired effect on the example
in issue 1553, so maybe that example was tiny-fied in the wrong way. (I took a
big wrong turn myself recently while tiny-fying an unreadable piano score to
the disaster that became issue 1474.)
LilyPond 2.13.52 does a nice job spacing rests and such on my test scores, but
maybe you want something different.
My understanding is that you want wider-than-usual multi-measure rests to
co-exist with regular-sized bars of music. Is that roughly it?
