A tool has QWAN when it's useful for an unanticipated purpose. The
more numerous the pleasant surprises, the greater the QWAN.

1. This prototype output
  https://savannah.nongnu.org/file/skin_plan_panel.png?file_id=17446
shows me not only *that* some fields need better <help> text,
but also *which ones*, all at a single glance.

2. Moreover, see 'ChangeLog' for 20090214T2204Z. A field was labelled
poorly on one UI skin. What others (if any) should be corrected? This
screenshot-annotation tool would let me see easily. Alternatively,
I can do this:

/lmi/src/lmi[0]$grep -B10 SolveTargetCashSurrenderValue skin*.xrc \
|sed -e'/label/!d' -e's/ */ /'

skin.xrc- <label>Target surrender value </label>
skin_coli_boli.xrc- <label>...value</label>
skin_group_carveout.xrc- <label>...value</label>
skin_reg_d.xrc- <label>Amount</label>

and feel pretty sure I didn't miss anything. Or can I? Did I?

I'd feel a lot more certain with the tool being developed here:
I'd be able to see it at a glance.
