LYNX-DEV no_cache pages cached?

I tried searching for this in the Lynx-dev archives, as well as in the
documentation, but couldn't find anything. I just compiled Lynx 2.6 in
Solaris 2.4, and found that HTML documents and CGI scripts that were
supposed to be non-caching (i.e. have <META HTTP-EQUIV="Pragma"
CONTENT="no_cache"> in the <HEAD> section) are now being cached. When a
user selects a CGI that displays time usage, for example, they always get
the same document loaded. Any ideas as to what may be happening here?
Did I do something dumb?
