I have used Lynx 386 as a local browser by simply using the SLIP driver
with a "spare" COM port. As long as you only use local URLs it works fine.
Make sure that your configuration doesn't have any surprises in, e.g. use
local copies of the help docs and make sure the startup page is local too.
These only matter if you need help (it is easy to ask for help without
remembering you are offline!) and if you don't specify a startup page on
the command line.
