I think what you're suggesting would be more confusing. E edits the
URL of the current link on the page, while G edits the URL of the
current page. Since a 404 error page generally doesn't have a link,
E has nothing to edit, but if you haven't already gotten an error,
and are sitting on a link somewhere, E and G both have useful, but
different, purposes.
Generally, what I do if I get a 404 error is to backtrack using the
cursor-left key (or h, since I have VI keys on), and then use E to
edit the link, so I rarely use G for anything. It also removes the
404 page from my history, since I probably won't have a need to return
there, anyway. :-)
